What it is and who it is for

The Iuron IU-QSFP-4SFP+-AOC5M is a 5 m (16.4 ft) passive copper direct attach breakout cable with one 40G QSFP+ connector on one end and four 10G SFP+ connectors on the other. It is built to SFF-8436, SFF-8431 and the SFP+ and QSFP MSAs, and both ends are hot pluggable.

The 26 AWG copper assembly draws 0.5 W maximum and supports 10G and 40G Ethernet, 40G InfiniBand and Fibre Channel, with a 26 mm minimum bend radius and a 0 to 70 °C operating range. It is listed as compatible with the Cisco QSFP-4SFP10G-CU5M.
